The SANLiC Read and Publish agreements are transformative open access arrangements negotiated by the South African National Library and Information Consortium (SANLiC). These agreements allow participating institutions to access subscription-based scholarly content while also enabling their affiliated authors to publish open access in the same journals—often without paying article processing charges (APCs). This model repurposes traditional subscription fees to support open access publishing, aligning with South Africa’s open science policy that promotes making publicly funded research freely accessible. The agreements cover a wide range of hybrid and, in some cases, fully open access journals, helping researchers comply with open access mandates without compromising on journal quality or copyright ownership.
